THE STUPID CAR IS REGISTERED IN STUPID MARYLAND AND I LIVE IN STUPID MARYLAND. STUPID HOUSE BILL 577 STATES IN THE STUPID SECOND PARAGRAPH:
IF A VEHICLE FOR WHICH TWO REGISTRATION PLATES ARE REQUIRED WAS MANUFACTURED WITHOUT A MEANS TO SECURE AND DISPLAY A FRONT REGISTRATION PLATE, THE FRONT PLATE MAY BE STORED INSIDE THE VEHICLE IN A MANNER THAT MAKES THE PLATE EASILY ACCESSIBLE FOR VERIFICATION UNDER SUBSECTION (I) OF THIS SECTION.
MY STUPID CAR IS AN AMG AND DOES NOT COME WITH A BUILT-IN FRONT PLATE MOUNT FROM THE MANUFACTURER THEREFORE BY MARYLAND LAW I AM NOT REQUIRED TO DISPLAY A FRONT REGISTRATION PLATE SO LONG AS I KEEP IT INSIDE THE VEHICLE IN AN EASILY ACCESSIBLE LOCATION LIKE MY STUPID GLOVEBOX WHERE IT CURRENTLY IS.

My license plate? Yeah, sure, but I won’t because it’s the god damn law and I don’t need to go above and beyond it. The plate is in an easily accessible location in my car ready to be verified. I am in full compliance with the law and DC Parking Enforcement can eat a fat dick.
I will however, place a copy of Maryland House Bill 577 on my front windshield.

I think DC’s point is that you should put the front plate up on your dash so that they can verify it when you are not in the car. [Note, not saying that’s right, but I bet that’s the argument.]

I also hate Maryland with a passion. What a terrible place. Lived in multiple states and countries...this is by far the worst.
I avoid DC like the plague. If I have to go there I usually find a reason to get there early and leave as fast as possible.
If a friend says they are coming to visit and choose Reagan Airfield over BWI I tell them to UBER. This usually encourages them to goto BWI instead. I am a terrible friend in this regard, but going to Reagan from Annapolis is an all day affair.
Come to Annapolis we can have a cold pint of Guinness and discuss our cars in this terrible place!

When I read the part of the legal code you quoted, my first thought was that it means it should be put on the dash where it can easily be seen.
Have you actually asked an attorney if storing it in the glove compartment satisfies the law? Maybe they’d advise you to put it on the dash when you park, too.
If the fix is an easy one, why not do it? It beats taking a morning off from work to go be irate in front of a judge because some beat cop isn’t a legal expert. The only thing you accomplish by doing that is wasting your and the judge’s time.
Go argue to get your previous tickets dismissed, then start putting your plate on your dash. The last thing you need to do is antagonize meter maids by putting a copy of the legal code on your windshield, which they probably won’t even read anyway. Or, if they do, they’ll just get pissed off at you and start looking for reasons to give you tickets. Tires an inch too close to the curb? Ticket. Tires an inch too far from the curb? Ticket. Car parked for 16 minutes in a 15 minute zone? Ticket.

Since the word visible isn’t used, and it specifically says “stored inside the vehicle” it must be accessible to me. The only way a non-visible item in the car could be accessible to an officer is if he had access to the interior of the vehicle, which he clearly shouldn't/doesn't.

Believe me, I understand the difference. But DC is going to say that keeping it in your glove box in a locked car where there is no driver present does not make it “easily accessible for verification.” Indeed, where the requirement is put it on your front bumper so the cops can verify it or put it inside your car (subsection I of the stupid bill) or put it somewhere “ EASILY ACCESSIBLE FOR VERIFICATION UNDER SUBSECTION (I),” the intent of the law is to have it visible for verification.
We had a similar issue in Texas until recently. The law requires 2 plates but deferred to DOT regs on where the front plate had to be. For years the reg said something like front of the car, which many interpreted to mean throwing it on the dash was ok. The regs recently changed to require the plates to be affixed to the front bumper (although many of us don’t use our front plates still).

The problem with Bill 577 is that it died in the House . It was never enacted. The statute you’re looking for is §13–411(a) of Maryland’s Transportation Article. Assuming your car is registered for road use in Maryland, it will require two plates.

Front plates are criminal. Getting rid of mine was pretty much the best thing about moving to Kansas from Missouri.
